Accounting Clerk (Deputy Fiscal Officer)

The Deputy Fiscal Officer prepares and maintains all bookkeeping, payroll, purchasing records and completes special financial reports. This is a full-time position in Salary Range 20, starting at $15.07/hour.

Position Requirements

  • High School diploma.
  • Formal education in accounting – associate degree or bachelors’ degree preferred.
  • Two years of experience in bookkeeping, preferably with a public entity.
  • Two years of experience processing payroll with an automated accounting system.
  • Knowledge of practical accounting methods.
  • Ability to operate computers, including advanced spreadsheet (Excel) skills.
  • Ability to do detailed work accurately and efficiently.
  • Ability to work independently with little supervision.
  • Ability to secure adequate bonding.
  • Ability to be commissioned as a Notary Public.
  • A positive attitude and a willingness to accept change.

Position Responsibilities

  • Responsive to customers and vendors in a consistent, friendly and professional manner.
  • Resolve customer complaints in a timely, friendly and professional manner.
  • Maintains confidentiality of all business and personnel information as required.
  • Provides Notary Public Services.
  • Serves as Deputy Fiscal Officer.
  • Acts in the absence of the Fiscal Officer.
  • Has care and custody of all monies, furniture and equipment in conjunction with the Fiscal Officer.
  • Performs all required bookkeeping and payroll duties.
  • Posts, reconciles and verifies monthly billings, purchase orders, receipts, expenditures and invoices.
  • Processes payroll, calculates deductions and prepares payroll vouchers.
  • Prepares quarterly and year-end tax reports.
  • Prepares bank deposits and check reconciliation.
  • Maintains Purchase Order logs, encumbers and prints purchase orders.
  • Balances and deposits monies collected from the coin operated machines and debit card system.
  • Verifies P.O.s; packing slips and invoices and mails payment with invoice.
  • Prepares payroll tax filings and health insurance billings.
  • Handles miscellaneous billing inquiries, telephone ordering supplies and problem solving.
  • Runs errands as required, e.g., daily bank deposits.
  • Recommends policy and procedures on business operations.
  • Supports and effectively implements library administrative policy.
  • Performs other duties as may be assigned by Fiscal Officer or Director.
  • To maintain strict confidentiality of personnel records.
  • To participate in and actively support library and departmental goals and objectives.
  • Represent department through participation on various library committees.
  • To report interpersonal conflicts to manager for a positive resolution.
  • To provide a positive attitude and interact with other employees in a friendly, courteous and respectful manner.
